Cotner, born 3/19/46, SS number 441 444 447, military number RA 25731405, NG 25731405, and MKULTRA CIA number 1059, Tulsa Private Investigator number 1059 (until 1979), hereby declare under oath that the following is the best of our knowledge true and correct and that it should be understood as a deathbed statement, because I am dying , and will perhaps even murdered, before I die from other causes.
MUFON UFO Journal, "Official information signature" of the Mutual UFO Network since 1967 (which is strange)! I have just read it, and in 1967 I had just received my license as a private investigator in Tulsa, Oklahoma (No. 1059) and was approached by the FBI. (In 1963 I joined the Army and the CIA in 1964 and 1972, I left the CIA and the FBI). I was involved in the MKULTRA project, and therefore I saw my first UFO in 1964 at Edwards Air Force Base (the flying saucer at Roswell, with letters from a 4000 year old language on the dashboard, which I can play).
There are at least three different types of UFOs, which I have personally seen. And three different races that they have built.Since 1967, when I decided to resign from the CIA, I began copies of top secret files and documents from a variety of fields,including UFOs to steal, and these stolen documents are still where I hid them.
