John Ball: Do the aliens not want to contact us?

The British astrophysicist and science writer Martyn Fogg has pushed this idea in 1986 to the peak ET might have deliberately enacted a ban on contact with us. "Observer could have chosen, planetary systems, they are studying not colonize, so that life can  develop undisturbed native to space faring civilizations," said Fogg.
